Zelenskyy Enacts Sanctions on Russia, Fully Aligned with EU
This decree, made public on the Ukrainian Presidential Office website, confirms an earlier resolution by the National Security and Defense Council of Ukraine.
In addition, Zelenskyy signed a second decree, also posted online, which enacts fresh sanctions targeting Moscow.
The dual decrees follow Zelenskyy’s earlier directive this month to Foreign Minister Andrii Sybiha, ordering coordination of Ukraine’s 18th sanctions package with the EU’s equivalent adopted on July 18, ensuring implementation “within Ukraine’s jurisdiction.”
Addressing the synchronization decree on X, Zelenskyy stated that all 18 EU sanctions packages to date “are fully aligned and in effect” across Ukraine.
“Restrictions from the 18th sanctions package have now been applied, in particular, to structures affiliated with Russia’s shadow tanker fleet, as well as to 53 individuals and legal entities -- Russian, Chinese, Iranian, and from other countries,” he wrote.
The second decree, Zelenskyy explained, targets Russian military manufacturing by imposing sanctions on more than 90 Russian firms involved in extracting rare-earth and critical metals.
He emphasized that these metals are “essential for the production of electronics, guidance systems, engines, and drones” in Russia, and assured that Kyiv is working closely with international partners to synchronize these sanctions.
“Maximum sanctions pressure is the most effective argument for Russia to end this war,” Zelenskyy added.
So far, Russia has not issued any response regarding Zelenskyy’s statements or the enactment of the two decrees.
